Ce lundi matin les gendarmes d’Orthez ont mis fin à un trafic de cannabis sur Orthez et Mourenx. 70 gendarmes sont intervenus simultanément à l’aube au domicile de 19 personnes qui ont été interpellées. A l’issue de la garde à vue de quatre jours, neuf sont poursuivies. Des jeunes âgés de 16 à 20 ans ; 4 mineurs et 5 majeurs. Parmi ces neuf, il y a le chef présumé, ses trois bras droits et les plus gros exécutants, mis en examen pour trafic de stupéfiants, association de malfaiteurs. Mais pas seulement ils répondent aussi de violences, extorsions de fonds, enlèvements et séquestrations.

Des rapports basés sur la violence

Entre eux, les rapports « commerciaux » étaient très violents. Dans la bande quand on doit de l’argent, on est enlevé dans un coffre de voiture, séquestré pendant quelques heures. On se cache dans des caves d’immeubles pour fuir la menace d’extorsion et les règlements de comptes. Lors des perquisitions, les gendarmes ont trouvé plusieurs pistolets. Des faux et des vrais. L’ambiance était irrespirable.

Il était temps que ça s’arrête.

Il était important de mettre fin à ce trafic, mais aussi par rapport aux mis en cause eux mêmes. Certains risquaient d’avoir leurs vies en danger.

Une famille racketée

Parmi les mis en examen, il y a trois frères. La famille a été racketté et les parents ont dû vendre leurs voitures pour payer la dette. On a donc un trafic, dont l’ampleur pour la région n’a rien d’exceptionnel, mais avec des trafiquants très jeunes, qui se comporte comme s’ils appartenaient au grand banditisme.

Le chef présumé de ce réseau a 20 ans. C’est le plus âgé. Il avait déjà une trentaine de clients. Il se déplaçait avec un chauffeur. Et c’est d’ailleurs le seul à ne pas être consommateur. Un vrai petit baron.

Sur les neuf mis en exemen, quatre ont été placés en détention tard ce jeudi soir : deux majeurs et deux mineurs.

L’enquête se poursuit sous l’autorité d’un juge d’instruction.

Efectivos de la Guardia Civil de la Comandancia albaceteña, que participaban en un dispositivo operativo para dificultar y controlar la circulación de personas y vehículos sospechosos de traficar con drogas y cometer delitos contra el patrimonio, en la autovía A-43, dentro del término municipal de Villarrobledo, observaron la maniobra que realizaba el conductor de un turismo para eludir el operativo policial.

Esta maniobra evasiva fue observada por los guardias civiles que, desde un helicóptero del Cuerpo, apoyaban desde el aire el dispositivo policial, haciendo el seguimiento del vehículo fugado, a baja altura, hasta que fue interceptado por una patrulla que se encontraba en unos de los escalones de vigilancia del control.
Una vez identificado su conductor y único ocupante y examinado el vehículo se localizaron en la parte trasera del habitáculo, ocultos bajo una manta, 18 fardos de unos 30 kilos de peso cada uno, que contenían una sustancia de color marrón que tras ser analizada con un narcotest, resultó ser hachís.

Al detenido también se le intervinieron 350 euros, en billetes de distintos valor facial, que llevaba entre sus pertenencias.

An ongoing conflict between Colombia’s two last remaining guerrilla groups continues to escalate along the Colombia-Venezuela border, highlighting the region’s role as an increasingly important and disputed organized crime hub in Latin America.

Following a recent series of violent clashes in northeast Colombia’s embattled Norte de Santander department, former insurgents of the Popular Liberation Army (Ejército de Liberación Popular – EPL) have “publicly declared war” against the National Liberation Army (Ejército de Liberación Nacional – ELN), according to a statement published recently on Twitter by the ELN.

In the statement from the ELN’s Northeastern War Front, the guerrilla group interprets the EPL’s latest monthly announcement as a declaration of war due to the inclusion of a threat to “confront [the ELN] without consideration until [the EPL] recovers its territory and people.” The ELN also took issue with the EPL’s claim that “all organizations present in the Norte de Santander territory will align themselves with [the EPL’s] rules.”

The ELN stated that militants and family members of the EPL not actively engaged in the clashes will be “respected” and that “once the current confrontation is cleared up and resolved” the two guerilla groups should work to reach a “final solution” with the local communities of the fought-over region of Catatumbo, considered to be the cocaine hub of the department of Norte de Santander.

Norte de Santander Governor William Villamizar told El Colombiano on March 21 that the intensity of confrontations was beginning to dwindle compared to the deadly clashes of the week prior, and called on the groups to “resolve their differences through actions other than confrontations and leave the civilian population out of it.”

Edgar Andrés Pallares Díaz, the head of Norte de Santander’s institution in charge of public security and human rights, has called on the Colombian government to raise the issue of civilians getting caught in the crossfire at the recently reconvened peace talks with the ELN.

The recent arrest of an ex-FARC criminal boss who controlled swathes of drug trafficking territory points to a key scenario in Colombia’s new criminal era: former members of the guerrilla army will likely become one of the dominant players in the transnational cocaine trade.

Jefferson Chávez Toro, alias “Cachi” was one of the most wanted men in Colombia. He was also a former rebel with the Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia – FARC), among possibly thousands of those who chose not to demobilize last year as part of a historic peace process with the government.

Authorities arrested Cachi on March 13 in the city of Pereira. He is accused of being the second-in-command of Los de Guacho, a group of criminalized former FARC members that operates in Nariño department and is named after its leader Walter Arizala, alias “Guacho.”

Attorney General Néstor Humberto Martínez claimed that Guacho’s group is 300-strong, and is “at the service of [Mexico’s] Sinaloa Cartel.”

Un importante cargamento de cocaína fue decomisado por una patrulla de la Gendarmería en el norte salteño. En las cercanías de la ciudad de Tartagal fue incautado el embarque de 219 kilogramos de cocaína, que había sido disimulado entre bolsas que contenían soja.
