NARCO BUSINESS : Informe de la DEA asegura que México podría desplazar a Colombia como principal productor de droga

Noticias RCN pudo conocer un informe de la DEA (Drug Enforcement Administration) en el que se asegura que México podría desplazar a Colombia como principal productor de droga.

En este documento, se señala puntos clave sobre la amenaza que representan las drogas ilícitas que ingresan a Estados Unidos, tales como el fentanilo, marihuana, metanfetaminas y cocaína, entre otros.

Esto dice el documento de la DEA

No obstante, hay un punto que llama poderosamente la atención y tiene que ver con Colombia. De acuerdo con el documento de la DEA, los carteles mexicanos están buscando tener toda la cadena de cocaína, del cultivo, hasta el envío, por lo que podría desplazar a Colombia como el principal productor de esta droga.

ECUADOR 🇪🇨 (provincia de Esmeraldas) : Semisumergible detendido

Las Fuerzas Armadas (FF.AA.) encontraron la embarcación este sábado 1 de junio de 2024, en el cantón Eloy Alfaro, en la provincia de Esmeraldas, al norte del Ecuador. 

Con una capacidad de transportar de siete a ocho toneladas de droga, un semisumergible estaba listo para partir desde Ecuador hacia Centroamérica, posiblemente con destino final en Estados Unidos. 

Según las FF.AA., el semisumergible mide 27 metros de largo, por 5 metros de ancho, capaz de transportar, aparte de las siete a ocho toneladas de droga, aproximadamente de tres a cuatro tripulantes.

FRANCE 🇨🇵  (Charente-Maritime) : les douaniers interpellent un Albanais en possession de neuf kilos de cocaïne

Vendredi 31 mai, lors d’un contrôle des douanes sur l’aire de repos de Saint-Léger, sur l’A10, neuf kilos de cocaïne ont été découverts cachés dans un véhicule. Au volant, un Albanais de 25 ans venu de Brest disait se rendre à Toulouse. La drogue était dissimulée dans le caisson central, sous le levier de vitesse. Placé en garde à vue, le conducteur n’a pas voulu donner plus d’information. Il affirme juste avoir « obéi aux ordres ».

FRANCE 🇨🇵 (Aéroport de Nice) : les douaniers saisissent 10 kilos de cocaïne

Le passager a d’abord indiqué aux douaniers ne rien avoir à déclarer. Mais lors de l’ouverture de sa valise les agents trouvent des vêtements et neuf  plaids en tissus qui contenaient des sachets thermosoudés.

L’appareil à rayon X a permis  de mettre en évidence des masses suspectes : les douaniers ont découpé les plaids et découvert des paquets avec la drogue. Près de 10 kg de cocaïne!

MAROC 🇲🇦 (Sidi Rahhal) : saisie de 18.243 kilos de haschich

C’est par un communiqué de la Direction générale de la sûreté nationale (DGSN), que nous apprenons cette saisie de 18 tonnes et 243 kilogrammes de haschisch.

La cargaison était embarquée à bord d’un camion de transport international de marchandises.

Elle devait être transportée à l’étranger par voie maritime à bord de trois embarcations pneumatiques rapides, qui se trouvaient également dans le même camion.

Lors de contrôles, les carabiniers de la compagnie Stella ont arrêté Michele Musella alors qu’il sortait de son domicile et ont fouillé son appartement. Quelques doses dans sa poche mais le stock  était dans la cave : saisie de 4 pierres de crack, 5.300 doses de cobret, 1.700 doses d’héroïne, 2 pierres de cocaïne pure et 1.574 doses de la même substance.

Au total, une saisie de 8 kilos de drogue.

NARCOTRAFIC MARITIME (Maersk et CMA-CGM) :  les meilleures compagnies de la narco-logistique sont européennes

C’est Narcodiario qui nous rappelle l’importance du narcotrafic maritime par conteneurs.

Avec 72.000 et 48.000 kilos de cocaïne saisis sur leurs navires et conteneurs, les compagnies maritimes européennes Maersk et CMA-CGM sont les plus utilisées par les organisations colombiennes pour le transport de la cocaïne vers l’Europe.

Ensemble, elles ont été concernées pour la moitie des saisies de cocaïne effectuées entre 2016 2023.

Le jour où nos autorités se décideront enfin à équiper tous les ports  européens de scanners performants permettant alors un contrôle systématique,  une partie très importante de l’approvisionnement sera rendue impossible ! Jusqu’à aujourd’hui,  il semblerait que l’économie souterraine engendrée par le narco-business soit prioritaire.

SÉNÉGAL 🇸🇳 (Brigade des Douanes de Keur-Ayip) : les douaniers saisissent 30 kilos de coke

Les douaniers de la subdivision de la région douanière du Centre basée à Kaolack, ont réalisé, samedi 1er juin 2024, une saisie de trente kilogrammes de cocaïne opérée à bord d’un véhicule Hyundai SantaFe immatriculé à l’étranger.

La cocaïne était dissimulée dans les cavités des portières et de la malle arrière du véhicule. Ce dernier, en provenance d’un pays limitrophe du Sénégal, a été soumis au scanner portatif, un dispositif de contrôle non intrusif acquis dans le cadre du Programme de Modernisation de l’Administration des Douanes (PROMAD).

UNITED KINGDOM 🇬🇧 : Drivers charged after NCA investigation finds £2 million worth of cannabis hidden in lorries

Two lorry drivers have been charged with drugs offences after 104 kilos of cannabis was seized in two separate seizures in England as part of a National Crime Agency investigation into a suspected crime network based in Northern Ireland.

Kirk Hackett, 30, from Dungannon, was arrested by NCA officers after his lorry was stopped on the A1 near Doncaster on Friday (3 May).

A total of 73 kilos of cannabis was found concealed in a hide within the floor of the trailer.

In a second seizure on Saturday (4 May) at Killingholme Port in North Lincolnshire, Serghei Bacaianov, a 41-year-old from Bulgaria residing in Blanchardstown in the Republic of Ireland, was arrested by NCA officers.

The vehicle had recently arrived from the Hook of Holland with a load of fresh chicken. A sophisticated manufactured concealment was found beneath the floor of the lorry containing 31 kilos of cannabis.

Combined, the two seizures have a street value of £2 million.

Both men were questioned by NCA officers and charged to appear at court.

Hackett was due to appear at Doncaster Magistrates Court today (7 May) charged with possession with intent to supply. Bacaianov was charged with importation of drugs and was due to appear at Grimsby Magistrates Court today.

As part of the same investigation a further two men were arrested in County Armagh, and two houses were searched with the assistance of PSNI officers over the weekend. Cash totalling £30,000 and a Rolex watch were recovered.

They were questioned by NCA officers on suspicion of their involvement with both seizures. They were released on bail pending further enquiries.

NCA Belfast Branch Commander David Cunningham said:

“The seizure of these drugs and the vehicles used represents a significant disruption to this network’s smuggling activities.

“We will continue to work closely with law enforcement partners across the UK and abroad to prevent organised crime groups from using the haulage industry to make profit from this criminality.”

UNITED KINGDOM 🇬🇧 (Operation Venetic): Liverpool drug dealer wanted to use shotgun to blast victims’ legs

A Liverpool drug dealer planned to blast the legs of three people with a shotgun in retribution attacks.

Michael Riccio, 37, used the encrypted communications platform EncroChat to discuss buying and selling firearms with criminal contacts.

Riccio, who used the handle ‘Leadfern’ on the platform, told one contact: “Am trying to get 3 shottis if can help, going leg 3ppl.”

Riccio added he had a Glock but it would be a “waste” to use it “legging someone” because law enforcement could potentially use clues from the crime scene to trace the gun and shooter.

Today, at Liverpool Crown Court, Riccio was convicted of a range of firearms charges.

He had already admitted using the Leadfern handle to supply heroin and cocaine in 2020 but claimed other members of his organised crime group had used the handset to trade firearms.

The jury heard that in an EncroChat conversation on 18 April 2020, Leadfern told a contact he had sold a ‘sprayer’ – an automatic firearm – and asks the contact to chase the £3,000 he is owed for the gun.

Just 20 seconds later Leadfern told the contact he is “doing some bots” which means selling heroin.

Riccio, of Ambleside Road, Allerton, Liverpool, also had EncroChat conversations with other contacts where he talked of buying and selling semi-automatic pistols such as Glocks and a CZ.

In one conversation, Leadfern spoke of wanting to buy back “one or two” firearms he had sold to a contact.

But the contact said “no mate” and that he had sold them “all over the place” and “could do load more if u ever get again”.

At the end of this conversation, Leadfern – having spoken about guns – offers to let the contact know when he gets some cocaine.

Riccio used the Leadfern handle to send a selfie showing he had lost a tooth.

He also sent messages containing his mother’s address and an image of his feet sticking out of his bed. When he was arrested at home, the bedroom in the photo matched his own. He also received messages from contacts marking the anniversary of his father’s death.

And he told one EncroChat user he had amassed £2.5m in old £20 notes and wanted to change them for new ones. EncroChat was taken down in 2020 and the NCA leads the UK law enforcement response under Operation Venetic.

Riccio was arrested by National Crime Agency officers on 30 June 2020 on suspicion of committing drugs offences.

He was released under investigation and charged after being arrested again on 24 October 2023 by Merseyside Police specialist firearms officers.

He will return to court to be sentenced on 5 July.

Charles Lee, NCA acting branch manager, said: “Riccio is an extremely dangerous offender who the evidence showed was actively plotting to shoot three people.

“The Operation Venetic data has been instrumental in bringing to justice a very large number of criminals who have endangered our communities by trading firearms and class A drugs.

“The NCA works closely with partners such as Merseyside Police and international law enforcement to combat those threats to the UK.”

Operation Venetic has been the UK’s deepest ever penetration of organised crime groups.

So far, more than 1,600 offenders have been convicted and there are more suspects in the legal and judicial systems.

In total, more than 3,300 arrests have been made and more than 2,000 suspects charged in the UK.

Over 10,700 years of sentences have been given to offenders.

Drugs seizures include nearly six-and-a-half tonnes of cocaine, more than three tonnes of heroin and over twenty tonnes of cannabis.

One-hundred-and-seventy-three firearms have been taken off UK streets, along with almost 3,500 rounds of ammunition and more than £84m has been seized from organised crime groups. Over 200 threats to life were averted.

These figures represent the collective efforts of the NCA, UK police forces, Regional Organised Crime Units, Border Force, HM Revenue and Customs and crucially the Crown Prosecution Service.

UNITED KINGDOM 🇬🇧 (Kent) : Border Force officer jailed after supplying MDMA

A corrupt former border officer from Kent has been sentenced after supplying class A drugs, following an investigation by the National Crime Agency.

Gareth Glynn Davies, 44, of Cleves Way, Ashford, was arrested in January 2020 by officers from the NCA’s Anti-Corruption Unit, in an operation supported by Border Force.

Davies, who worked as a field intelligence officer for Border Force at Folkestone at the time, became subject of an investigation after information was passed to the NCA that he may be involved in drug supply.

He was put under surveillance in late 2019. The investigation included the use of surveillance and a range of undercover tactics.

Over the coming weeks, he had a number of meetings with a contact, who he arranged to sell drugs to.

On 21 January 2020 he supplied four pills to the contact as a taster, with a promise of 5,000 more to follow.

Following the handover, Davies was arrested. Searches of his car and home address led to the recovery of a lock knife, rambo knife, machete, two knuckle dusters and a baton that should have been returned when he left the Prison Service.

He was subsequently charged with two drug supply offences, and dismissed from his role at Border Force.

Davies pleaded guilty on 15 April 2024 to both counts on the indictment. He was sentenced at Maidstone Crown Court today to five years and 11 months.

Dave Rock, from the NCA’s Anti-Corruption Unit, said:

“It is a priority for the NCA to tackle insider threat and corruption at the border, and we work extremely closely with our colleagues at Border Force every day to prevent illegal drugs entering the UK.

“Davies thought he was beyond the reach of the law, willingly disclosing information that revealed his criminality.

“The class A drugs trade has a devastating impact on communities across the country, and Davies’ conviction today is a reminder to anyone involved that all those who play a part in it, however large or small, will face justice.”

UNITED KINGDOM 🇬🇧 (NCA) : Crime group sentenced for shipping crystal meth to Australia

Three people who sent crystal meth to Australia, where it would have been worth up to £4.3 million at street level, have been jailed.

Yvonne Stewart, 55, from Croydon, and Kent men Kevin Filkins, 54, from Sevenoaks, and Robert Hamilton, 53, from Orpington, were convicted for their roles in a drug trafficking operation in January 2023 following an investigation by the Organised Crime Partnership (OCP) – a joint National Crime Agency and Metropolitan Police Service unit.

After 24 kilograms of crystal meth (methamphetamine) was seized in Australia, the country’s Border Force and the Australian Federal Police established that the shipment had come from the UK.

OCP investigators discovered that the drugs had been sent from Croydon on 25 June 2021, with CCTV images identifying Stewart, who was working in the cargo sector at the time. The images also captured a man, subsequently identified as Filkins, sending a shipment labelled ‘two glass Buddhas’ to New South Wales, Australia.

Stewart was responsible for the security inspection of the item. The package did not contain anything except the drugs, which were not concealed, proving Stewart had not checked the contents.

Phone records showed that, at key times, Stewart had been on the phone to Hamilton, who in turn had been in touch with Filkins. Hamilton acted as the middle man, putting Filkins in touch with Stewart who could facilitate the exportation of the drugs as a corrupt insider. Filkins’ phone, and his vehicle, were also found to have travelled from his home address to the vicinity of the cargo centre the same morning.

OCP investigators also identified that Stewart, Filkins and Hamilton had previously sent two other shipments to Australia on 2 and 24 June 2021.

The named senders on all three shipments were individuals who had their passports stolen. One of the consignments was paid for using a card registered to one of those individuals. This card, along with one of the stolen passports, were found in a search of Filkins’ home.

Filkins, Stewart and Hamilton were convicted on 13 January 2023 after a trial at Croydon Crown Court. They were sentenced today, 31 May 2024, respectively to 12 years, 12 years and 13 years and six months today at the same court.

Richard Smith, from the Organised Crime Partnership, said: “This organised crime group sought to make huge profits by trafficking dangerous drugs to Australia. They used Stewart’s inside knowledge of the cargo industry to try to ensure their shipments made it overseas.

“We worked closely with the Australian Federal Police to dismantle this criminal supply chain and protect the public in both countries from the impact of the illegal drugs trade.”

Detective Superintendent Callum Hughes, AFP Senior Officer in London, said: « This outcome should serve as a warning to those who seek to undertake this type of criminal activity; the risk of lengthy imprisonment far outweighs the short term benefits of your actions.

« The AFP through its officers based in London has an excellent relationships with UK law enforcement agencies such as the NCA and the chances of any group or individual being identified and prosecuted for this type of criminal behaviour has never been higher. »
