Environ 20 000 conteneurs sont manipulés chaque semaine dans le port du Havre.

«Sur les ports, l’automatisation est généralisée, des dizaines de milliers de conteneurs circulants chaque jour» et «la douane* est dépassée», constate Michel Gandilhon qui sans détour l’affirme: « La tâche des forces de l’ordre est très , très difficile. »

Conscients des graves perturbations causées par les fraudes, le narcotrafic et le terrorisme dans le monde d’aujourd’hui, les services régaliens français chargés de contrôler l’entrée sur le territoire des personnes et des marchandises savent qu’ils ne sont plus en mesure d’assurer correctement le job.

Manque de personnels, manque de locaux, manque de volonté politique et trop grand laxisme de la haute hiérarchie administrative, nos frontières qui étaient déjà des passoires sont devenues aujourd’hui des entrées pratiquant des « opérations portes ouvertes permanentes » encourageant bien involontairement alors la fraude, la contrebande, le narcotrafic et les livraisons d’armes  et cela malgré la motivation intacte des douaniers et policiers de terrain, affectés à cette tâche.

Le silence de nos autorités en la matière est total.

Les décideurs, encore au fait de la réalité terrain, acceptent et reconnaissent… en « off », que les services dédiés n’ont pas les moyens d’assurer la sécurité aux frontières.

Pourtant…

Nassau Doctor Charged with Five Counts of Murder for Depraved Prescription Abuse

BOISE, Idaho – Denise Dana Hanson, 59, of McCall, Idaho, was sentenced in U.S. District Court to 140 months in federal prison for possession with intent to distribute methamphetamine, today. Chief U.S. District Judge David C. Nye also ordered Hanson to serve five years of supervised release following her prison sentence. Hanson pleaded guilty to the charge on August 20, 2020.

Columbus Convicted Felon Sentenced to 14 Years in Prison for Attempting to Sell “Meth” in Harris County, Georgia

COLUMBUS, Ga. – A Columbus man with a lengthy criminal history was sentenced to serve 168 months in federal prison for attempting to distribute a half-kilo of methamphetamine, said Peter D. Leary, the Acting U.S. Attorney for the Middle District of Georgia.

Jeffery McBride, 40, of Columbus, was sentenced by to serve 168 months in prison to be followed by three years of supervised release by U.S. District Judge Clay D. Land after previously pleading guilty to possession of methamphetamine with intent to distribute. There is no parole in the federal system.

HONDURAS 🇭🇳 (Puerto Cortés) : les douaniers interceptent 858 kilos de précurseurs (Éthylméthylcétone, 2-Butanone, MEK, MEC) destinés à la fabrication de chlorhydrate de cocaïne

Tegucigalpa – Les dounaiers ont saisi 181 boîtes de précurseurs chimiques (Éthylméthylcétone, 2-Butanone, MEK, MEC), pour environ 858 kilos de substance chimique liquide, en provenance des États-Unis.

La substance chimique a été déclarée par les responsables de son envoi dans le pays, comme encre d’imprimante.

Des agents de la Direction des enquêtes policières (DPI) et des techniciens du Laboratoire de chimie médico-légale ont effectué le test respectif sur le produit chimique, donnant un résultat positif pour la butanone.

Selon la Commission interaméricaine de lutte contre l’abus des drogues (CICAD), le butanone est utilisé utilisé dans des laboratoires clandestins dans le processus de fabrication de chlorhydrate de cocaïne.

Les agents d’enquête mènent la procédure correspondante pour préparer le dossier correspondant et trouver le lieu où se trouvent les responsables de ce crime.

L’opération a été menée par des agents du Département des opérations spéciales de la Direction nationale de la police antidrogue (DNPA) avec l’accompagnement de l’Agence de réglementation sanitaire (ARSA), de l’Agence des douanes du Honduras (AAD).

Les dealers font leur publicité et leurs promotions sur internet, reçoivent les commandes sur des messageries cryptées et livrent à domicile, souvent grâce à des livreurs qui passent inaperçus dans la masse des livraisons de repas et de colis.

Lutte contre les stupéfiants

a. Quantités saisies en janvier 2021

• 8 tonnes de cannabis ont été saisies en janvier 2021 contre 5 tonnes en décembre 2020 soit + 59 %.

• 781 kg de cocaïne ont été saisis en janvier 2021 contre 1,2 tonnes en décembre 2020 soit – 37 %.

• 98 kg d’héroïne ont été saisis en janvier 2021 contre 163 kg en décembre 2020 soit – 40 %.

b. Trafics démantelés et personnes interpellées en janvier 2021

• 1 388 trafics ont été démantelés contre 1 026 le mois dernier, soit une hausse de + 35,3 %.

• 1 496 trafiquants ont été mis en cause en janvier 2021 contre 1 464 mis en cause en décembre 2020, soit une hausse de + 2,2 %.

c. AFD dressées

Entre le 1er septembre 2020 et le 28 février 2021, 44 124 infractions ont été relevées par les forces de l’ordre dont 3 744 en Seine-Saint-Denis, 3 978 dans les Bouches-du-Rhône et 1 893 dans le Nord.

6 mois après sa mise en œuvre, le bilan est donc très positif.

d. Opérations de démantèlement de points de deal

Dans le cadre de la mise en œuvre du plan national de lutte contre les stupéfiants, une cartographie répertoriant 3 952 points de deal sur le territoire national a été dressée (au 1 er décembre 2020).

Depuis le 1 er janvier, 301 opérations visant au démantèlement de points de deal ont été menées sur l’ensemble du territoire national (dont 57 en quartiers de reconquête républicaine). Le premier département est de loin les Bouches-du-Rhône avec 98 opérations menées.

Lors de ces 301 opérations, 647 personnes ont été interpellées.

Ces opérations ont conduit aux saisies suivantes :

  • Plus de 1,2 tonne de cannabis
  • 15 kg de cocaïne
  • 6 kg d’héroïne
  • 43 armes
  • Et 1,5 millions d’euros d’avoirs

  • Saisie de 48 075 €, une quarantaine de kilos de cannabis et 2 armes de poing.

  • Interpellation de 10 individus.
  • Saisie de 64,6 kg de cannabis dont 35,8 kg de résine, 2 armes dont un AK 47 et 12 500 €.

  • Interpellation de 3 individus.
  • Saisie de 34 kg de cannabis dont 31,3 kg de résine.

  • Interpellation de 9 individus.
  • Saisie de 7,7 kg de cannabis dont 4,3 kg de résine et 2 armes.

SAIP 19 – Paris 19 e – lutte contre le trafic de produits stupéfiants

  • Saisie de 6,9 kg d’herbe de cannabis, 1,5 kg de résine, 920 g de cocaïne, 920 g de MDMA, 445 cachets d’ecstasy, 10 920 € et 1 arme de poing.

ST 93 – Romainville et Gagny (93)

  • Interpellation d’1 individu.
  • Saisie de 7,5 kg de cocaïne et 14 100 €, 1 gilet pare-balles, 3 trackers, une trentaine de cartouches de protoxyde d’azote vendues à l’unité 30 €.

Saint-Ouen (93) – Levallois-Perret (92) et Nogent-sur-Oise (95) – sur commission rogatoire

  • 22 interpellations pour trafic de stupéfiants.
  • Saisie de 7 750 kg de résine et d’herbe de cannabis confondus, près de 60 000 € en numéraire, 2 véhicules et 1 arme de poing de calibre 7,65.
  • Un compte bancaire supportant une provision de près de 70 000 € a également été bloqué.
