ÉTATS-UNIS 🇺🇸 (Drug Enforcement Administration) : les corrompus de la DEA ont réussi à faire grimacer l’agent Mike Vigil

En tant qu’agent infiltré de la Drug Enforcement Administration, Mike Vigil a passé des années à risquer sa vie à travailler sur des affaires de trafic de stupéfiants depuis les ruelles d’Albuquerque, au Nouveau-Mexique, jusqu’aux jungles reculées d’Amérique latine. En plus de trois décennies, il a vu de ses propres yeux la violence et la corruption provoquées par les cartels de la drogue.

Mike Vigil est passé d’agent de rue à chef des opérations internationales de la DEA et était responsable de la gestion de tous les bureaux de l’agence en dehors du sol américain. À la retraite, il continue de fournir un aperçu rare de l’histoire et de l’évolution des cartels de la drogue dans le monde.

Avec toute cette expérience, il y a peu de choses sur le monde de la drogue qui le surprennent.

Mais quand il a appris que l’ancien commandant en second controversé de la DEA, Louis Milione, avait une fois de plus pris un poste dans une société de conseil bien connectée ayant des liens avec Big Pharma, Vigil a cru devenir fou. Choqué par Louis Milione, même pas compte tenu des antécédents de celui-ci, mais sérieusement embarrassé pour la DEA.

Grâce au travail d’enquête de l’Associated Press, le public a beaucoup appris sur Milione depuis qu’il a quitté la DEA en 2017 après 21 ans, les deux dernières années en tant que superviseur du Bureau du contrôle du détournement de l’agence, une division chargée de contrôler la vente de stupéfiants hautement addictifs prescrits à des fins médicales.

Une fois dans le secteur privé, il a passé quatre ans à travailler comme consultant bien rémunéré pour les entreprises mêmes qu’il était auparavant tenu d’examiner alors que des milliers d’Américains mouraient d’overdoses d’opioïdes. Un de ses « clients » était un distributeur en gros d’analgésiques accusé de ne pas avoir repéré des milliers de commandes de médicaments suspectes alors que la crise des opioïdes faisait rage dans toute l’Amérique. Louis Milione a également fourni son expertise au nom de la célèbre Purdue Pharma alors qu’elle luttait contre des accusations de commercialisation excessive de son analgésique OxyContin dans plusieurs États.

En 2021, de retour de pantouflage, Louis Milione est revenu en tant qu’administrateur adjoint principal de l’administrateur de la DEA, Anne Milgram, un poste de commandant en second qui lui a évité d’avoir besoin d’une nomination présidentielle et d’une confirmation du Sénat. Le poste d’administrateur adjoint officiel de la DEA étant resté vacant pendant plus d’une décennie.

Louis Milione a démissionné en juillet après que l’AP ait mis en lumière ses clients controversés, mais il est retourné dans la même société de conseil.

L’embauche de Milione malgré sa proximité avec Big Pharma a également remis en question l’expérience du psychologue Stanley Milgram * sur cette question et d’autres. Elle a été moquée par les critiques au Congrès et maintenant il y a une voix croissante de mécontentement de la part d’anciens hauts agents de la DEA.

MAFIAS INSTITUTIONNELLES

Pour Mike Vigil, la question n’est que le dernier exemple d’une culture de favoritisme à la DEA qui protège les initiés et ceux qui restent dans les bonnes grâces de ce que les agents appellent parfois les « mafias ». Ces ‘State employees’ politiquement connectés ont un avantage intrinsèque sur les agents de rue, qui sont souvent des minorités. Au-delà de la prise de décision discutable de son administrateur actuel, c’est une autre raison pour laquelle DEA souffre d’un problème de moral dans ses rangs, dit-il.

« Dans ce cas, vous avez quelqu’un qui était censé lutter contre les drogues qui va travailler pour des sociétés pharmaceutiques qui déformaient les propriétés addictives d’une drogue », dit-il. « C’est du mercenariat. Pour moi, c’est presque criminel. Puis, pire encore, il revient à la DEA. Ensuite, il quitte la DEA quand elle est critiquée publiquement, puis retourne travailler pour les sociétés pharmaceutiques. Si ce n’est pas du mercenariat, je ne sais pas ce que c’est»

Les révélations sur Louis Milione survient à un moment où certains membres de la DEA ont tenté de mettre en évidence que l’extradition d’Ovidio Guzmán López ** pour trafic de drogue et blanchiment d’argent, n’était quune maneuvre supplementaire pour tenter de sauver Milione en cherchant à faire passer le jeune Guzmán et ses frères, collectivement appelés « Les Chapitos », comme les pionniers de la fabrication et du trafic de fentanyl, « la menace de drogue la plus meurtrière à laquelle notre pays ait jamais été confronté ».

Mike Vigil nous rappelle que c’est la crise des opioïdes d’ordonnance qui a contribué à ouvrir la porte à l’augmentation du trafic de fentanyl.

« La crise des opioïdes, déclenchée par les compagnies pharmaceutiques, a conduit au fentanyl. Et maintenant, ils se concentrent entièrement sur le fentanyl », dit-il. « C’est formidable de dire que vous vous attaquez au cartel de Sinaloa, mais ils font ensuite appel à quelqu’un pour devenir le n ° 2 qui conseillait évidemment les personnes qui ont réellement déclenché l’épidémie d’opioïdes. C’est quoi ce merdier ! Ils font du battage médiatique sur cette extradition d’Ovidio et ils vont jusqu’à dire que c’est une victoire pour la justice et l’État de droit ! Foutaises, et cela n’aura pas d’impact sur le cartel de Sinaloa. Et dire le contraire n’est qu’une affabulation. »

Pour Mike Vigil, l’énorme « gâchis » de Louis Milione a dévalorisé la DEA.

Comme en France, avec les « HAUTS FONCTIONNAIRES », Inspecteurs des finances et autres énarques habitués aux pantouflages indécents, la porte tournante bien huilée de Washington entre le gouvernement et les entreprises n’est pas un secret. Les hauts responsables de l’application de la loi ont longtemps échangé leurs badges contre de gros salaires dans le secteur privé.

La DEA ne fait pas exception.

MEXIQUE 🇲🇽 (DEA) : extradition d’Oviedo Guzman, un des fils d’El Chapo

Le Mexique a extradé vendredi 16 septembre vers les États-Unis Ovidio Guzman, l’un des fils du baron de la drogue Joaquin « El Chapo » Guzman, ont annoncé les autorités américaines.

Un chef « avec beaucoup de cervelle », au « sang chaud »

Ovidio Guzman, 33 ans, est considéré comme le chef des « Menores », une faction du cartel de Sinaloa. Il est le plus connu des « Chapitos », surnom donné aux quatre fils du « Chapo », qui inclut aussi Joaquin, Ivan Archivaldo et Jesus Alfredo.

Dans une chanson à sa gloire sortie en 2021, « Soy el raton » (Je suis la souris), il est décrit comme un chef « avec beaucoup de cervelle », au « sang chaud » et amateur de voitures de luxe.

Jusqu’à son extradition, il était incarcéré dans la prison d’Altiplano dans l’État central de Mexico, pour délit portant atteinte à la santé et port d’armes à feu. Il est également sous le coup d’une enquête au Mexique pour d’autres délits liés au crime organisé.

En octobre 2019, « El Raton » avait été brièvement arrêté, puis relâché sur ordre du président Andres Manuel Lopez Obrador après un violent soulèvement à Culiacan à la suite de son arrestation. Andres Manuel Lopez Obrador avait justifié cette décision critiquée, arguant qu’un bain de sang avait été évité.

L’Agence anti-drogue américaine (DEA) est sur le pied de guerre face au cartel de Sinaloa, qu’elle accuse d’être l’acteur principal du trafic de fentanyl.

La dépénalisation de la drogue décidée par l’Oregon n’a pas été le succès escompté: les overdoses ont doublé car les incitations à se désintoxiquer ont disparu.

Retour sur un fiasco 

58% des habitants approuvaient la décriminalisation

Autrefois l’Oregon était classé parmi les Etats américains connaissant le plus fort taux d’addiction aux drogues illicites, et parmi les plus mal lotis en matière d’accès aux traitements. Recourir au système de justice criminelle pour traiter l’addiction « a été un échec lamentable », rappelle le district attorney de Multnomah County Mike Schmidt qui, après avoir poursuivi pendant des années les utilisateurs, a fait campagne pour la décriminalisation. « Les gens souffrant d’addiction ont besoin d’aide, pas de sanctions judiciaires », proclamaient les flyers de la campagne. Les habitants ont approuvé la décriminalisation à 58%.

Doublement des morts par overdose

Mais depuis que la mesure est entrée en vigueur en février 2021, l’aide n’a pas été facile à trouver. Alors que la pandémie a généré une augmentation de la consommation de drogue dans tout le pays, les morts par overdose ont quasiment doublé en Oregon entre 2019 et 2021, tandis qu’elles n’augmentaient que de 50% au niveau national.

En su conferencia mañanera de este lunes en Palacio Nacional, López Obrador señaló que no puede haber agentes extranjeros en nuestro país, pues indicó que los que pueden intervenir en tareas de investigación son el Ejército mexicano, la Marina, la Guardia Nacional y la Fiscalía General de la República.

“¿México fue informado de esta operación de la DEA? Y saber si México cooperará con estos cargos que está haciendo el Departamento de Justicia en contra del cártel”, se le preguntó en el Salón Tesorería.

“Tenemos que verlo, pero no puede haber agentes extranjeros en nuestro país, no. Podemos compartir información, pero son los elementos del Ejército mexicano, de la Marina, de la Guardia Nacional los que puede intervenir, la Fiscalía General de la República”, dijo,

“¿Esta acción cómo la califica entonces presidente?”, se le cuestionó.

“Es una intromisión abusiva, prepotente, que no debe de aceptarse bajo ningún motivo. ¡Cómo van a estar espiando!”, respondió López Obrador.

Infiltración de la DEA

Este viernes, al presentar las acciones más recientes para frenar el tráfico de fentanilo hacia Estados Unidos, la DEA reveló que en el último año y medio infiltró a los niveles más altos del Cártel de Sinaloa y la red criminal de Los Chapitos, grupos a los que sigue por todo el mundo.

De acuerdo con un mapa de la DEA, Los Chapitos envían fentanilo en pastillas, polvo y mezclado con cocaína y heroína a 28 ciudades de 20 entidades de Estados Unidos, desde Sinaloa, que es considerado su centro de operaciones.

Sin embargo, en el gabinete de Seguridad federal tienen dudas acerca de la operación de la DEA en el interior del grupo criminal que enfrenta una disputa entre Los Chapitos y Los Mayos por el control del tráfico de drogas sintéticas a Estados Unidos, de acuerdo con información de fuentes consultadas.

Es una intromisión abusiva, prepotente, que no debe de aceptarse bajo ningún motivo”, dijo el mandatario en su conferencia mañanera. “¿Cómo van estar espiando? No se puede estar utilizando actos de espionaje para saber qué están haciendo nuestras instituciones de seguridad”.

El mandatario respondió de ese modo cuando fue cuestionados sobre cómo calificaba la revelación de la DEA de que había infiltrado agentes en el Cártel de Sinaloa, lo cual permitió apuntalar cargos contra 28 miembros de esa organización criminal.
