OCT 27 (NEWARK, N.J.) –– Carl J. Kotowski, Special Agent in Charge of the Drug Enforcement Administration’s New Jersey Division and Paul J. Fishman, U.S. Attorney for the District of New Jersey announced a Newark man was charged today with possession with intent to distribute large amounts of heroin and cocaine.
Wilfredo Rodriguez Escobar, 52, was charged by complaint with one count of possession with intent to distribute approximately 25 kilograms of heroin and approximately eight kilograms of cocaine, and one count of being a felon in possession of a firearm. He appeared today before U.S. Magistrate Judge Steven C. Mannion in Newark Federal Court and was detained without bail.

THE government’s intensified war against illegal drugs has made a significant impact on the national drug situation in the first 100 days of President Rodrigo Duterte’s administration, according to the Philippine Drug Enforcement Agency.
“When I took over the leadership of PDEA, the President vowed to stop the drug problem in three to six months by all means the law allows. The government’s fight against illegal drugs has never been strongly felt by the Filipinos until the leadership of President Duterte,” said PDEA Director General Isidro S. Lapeña.
“In response to the President’s marching orders, PDEA focused its operational thrusts towards high-impact operations and arrests of high-value targets to suppress the supply of dangerous drugs, while stepping up the drug demand reduction efforts in the communities,” Lapeña added.

“The EU and the US are the major destinations of the Afghan opium and the money is recycled back to terrorist activities in the country; the situation could not continue forever, ”Mohammad Javad Larijani, the secretary general of Iranian High Council for Human Rights, said in an interview with Brazil’s newspaper O Estado de So Paulo published on Sunday.
He underlined Iran’s fight against narcotics trafficking, including its hard stance against smugglers, saying that 93 percent of executions in Iran are related to drug convicts.
“I personally advocate reforms into laws, but do not believe that there should be a permanent halt in executions; we have 800km of border with Afghanistan, where the growing of opium spiked to 40 times that before the invasion of NATO.”
He said drug smugglers are not ordinary citizens. “Rather, they belong to an intricate network of armed cartels; Iran spends an annual amount of $200m in fighting these cartels; time now has come when Iran should not fight these cartels alone; we should bolster fight through receiving aid from international bodies to modernize facilities; a second issue is review of laws; the execution should be limited to the major leaders of a gang; this will immediately decrease the number of executions, which is on agenda, » Larijani stressed.
« This is a tactical shift and we will still be in the forefront of fight against drugs; however, procedures to change the law would take some time which should be respected; I think reviews could be made within 6 or 7 months; with presidential elections in May, we should avoid making the issue as a campaign trail debates, » Larijani told the daily.
Iran, which has a 900-kilometer common border with Afghanistan, has been used as the main conduit for smuggling Afghan drugs to narcotics kingpins in Europe.
Despite high economic and human costs, the Islamic Republic has been actively fighting drug trafficking over the past three decades.
The country has spent more than $700 million on sealing its borders and preventing the transit of narcotics destined for European, Arab and Central Asian countries.
The war on drug trade originating from Afghanistan has claimed the lives of nearly 4,000 Iranian police officers over the past 34 years.

Vendredi, en fin d’après-midi, les douaniers de Bordeaux ont fait une belle prise sur l’aire d’autoroute de Lugos, sur l’A63. Ils ont arrêté un un camion frigorifique immatriculé en Espagne, pour fouiller sa remorque. La Guardia Civil ha finalizado la ‘Operación Hada Negra’, llevaba a cabo por el Equipo Contra la Delincuencia Organizada y Antidroga (EDOA) de la Unidad Orgánica de Policía Judicial de la Guardia Civil de Santa de Tenerife, por la que ha desmantelado una organización que dedicada a la introducción de heroína y cocaína por medio de correos humanos en Canarias.
Han detenido en Tenerife a 16 miembros de una banda de nigerianos. La red actuaba con una sociedad tapadera y tenía conexiones en Holanda, Bélgica, Rumanía y Francia.

HISTOIRE – Le journaliste Norman Ohler publie un ouvrage consacré à la consommation quotidienne de drogue sous le IIIe Reich. Femmes au foyer, militaires, enfants… la société carburait à la pervitine, l’actuelle métamphétamine.Hitler, un dictateur junkie ?
C’est, en substance (illicite), la thèse développée par Norman Ohler dans L’Extase Totale (ed. La Découverte). Une enquête fondée sur des documents inédits, jetant un regard cru sur une facette méconnue du IIIe Reich : celle d’une société allemande qui carbure à la pervitine (l’ancêtre de l’actuelle métamphétamine) sous le regard d’un « high Hitler » (sic) lui-même dépendant à diverses drogues.
Comment l’Allemagne a-t-elle pu en arriver là ?
Pour Norman Ohler, il s’agit d’un héritage du XIXe siècle : dès 1805, un commis de pharmacie, Friedrich Wilhem Sertürner, parvient à isoler la morphine de l’opium. L’anesthésie et l’analgésie vont ensuite se généraliser, avec la guerre de Sécession puis le conflit franco-allemand en 1870. Côté civil, la morphine est prescrite via un sirop contre… la déprime. Le tournant arrive en 1897 quand Felix Hoffmann, chimiste dans l’entreprise Bayer, découvre un dérivé : l’héroïne. Elle est vite prescrite contre les maux de têtes, les malaises, parfois même pour les enfants. La production devient alors industrielle, surtout après la défaite de 14-18, quand le pays bascule dans une « culture hédoniste ». « En 1928, pour la seule ville de Berlin, ce ne sont pas moins de 73 kg de cocaïne et de morphine qui s’écoulent dans les pharmacies », écrit Norman Ohler.
