La FELCN (Force spéciale contre le trafic de drogue) de la police bolivienne avec le soutien de la police fédérale, Gefron et Ciopaer, a détruit un laboratoire de raffinage de la cocaïne à l’intérieur du Parque Noel Kempff , dans une zone située à environ 1,8 km de la frontière brésilienne.

L’instabilité accrue en Birmanie depuis le coup d’État militaire d’il y a un an a entraîné une augmentation de la production de stupéfiants dans le pays et de leur trafic vers l’Asie du Sud-Est et au-delà, a déclaré un haut responsable de l’Office des Nations unies contre la drogue et le crime (ONUDC).
Selon l’ONUDC, les autorités du Laos, de la Thaïlande et de la Birmanie ont saisi le mois dernier au moins 90 millions de comprimés de méthamphétamine et 4,4 tonnes de cristaux de méthamphétamine, fabriqués pour la plupart dans les zones frontalières reculées de l’État Shan birman.
Une production de drogue qui augmente…
“La production de méthamphétamine a augmenté l’année dernière à partir de niveaux déjà extrêmes en Birmanie et rien n’indique qu’elle va ralentir”, a déclaré Jeremy Douglas, représentant régional de l’ONUDC en Asie du Sud-Est.
“La drogue et les conflits restent inséparables en Birmanie, l’un alimentant l’autre”, a-t-il ajouté : “Le chaos et l’instabilité profitent aux trafiquants”.
La Birmanie est en proie à des difficultés économiques depuis le coup d’État, et M. Douglas a déclaré que les agriculteurs de l’État de Shan, qui n’ont pas d’autre choix, risquent de revenir à la culture de l’opium à court ou moyen terme.
Les saisies de méthamphétamine en cristaux ont diminué de 22% à 21,6 tonnes par rapport à 2020, mais sont restées nettement supérieures aux 18,2 tonnes interceptées par les autorités en 2019.
La production de drogue dans le Triangle d’or, comme on appelle la zone qui englobe le nord de la Birmanie et certaines parties du Laos et de la Thaïlande, est gérée par des gangs criminels asiatiques en partenariat avec des factions armées de certaines minorités ethniques birmanes.

Alors que les talibans viennent de reprendre le pouvoir en Afghanistan et que les États-Unis ont évacué leurs troupes conformément aux accords signés à Doha, la question de l’impact de cette nouvelle réalité politique sur la production d’opium et d’héroïne est ouverte.
Malgré la volonté affichée par les talibans de bannir la production d’opium du pays, certains spécialistes estiment qu’il est douteux, même à des fins de recherche d’une respectabilité internationale, qu’ils renouvellent l’interdiction de planter le pavot de juillet 2000, de crainte de s’aliéner le soutien d’une partie de la paysannerie. Une interdiction à laquelle ils avaient renoncé dans les mois précédents l’intervention américaine, du fait du mécontentement des cultivateurs.
Les activités engendrées par la culture de l’opium selon les estimations de l’ONUDC représenteraient l’équivalant de 350000 emplois à temps plein dans un contexte où, après 40 ans de guerre, l’état du monde rural afghan est plus dramatique que jamais.
Par ailleurs, l’hypothèse d’une reprise de la guerre civile, du fait notamment de la résistance des populations d’origines tadjike et ouzbèque rétives à l’ordre des talibans, pourrait nourrir la production d’opium et d’héroïne.
Dès lors, ce constat du chercheur anglais, Jonathan Goodhand, semble crédible: «Le trafic de drogue est trop profondément ancré dans les stratégies d’accumulation et de survie des talibans, de l’État, des milices qui luttent aujourd’hui contre les talibans et de la population en général. Cela stimulera malheureusement le marché mondial de l’héroïne et alimentera le problème croissant de la drogue en Afghanistan et dans les pays voisins»;
Le bilan de la politique américaine en matière de drogues en Afghanistan peut se résumer en une phrase: en 20 ans, la production d’opium y a été multipliée par 30 et représente, en 2020, selon l’ONUDC, 85% de la production mondiale. Le pays est devenu un acteur majeur du marché mondial de l’héroïne, alors que les productions de haschisch et de méthamphétamine se développent.
