NIGERIA 🇳🇬 (NDLEA) : un chef de la police recherché pour trafic de drogue international

L’agence antidrogue nigériane (National Drug Law Enforcement Agency, NDLEA) a annoncé lundi avoir émis un mandat d’arrêt à l’encontre d’Abba Kyari, ex-numéro deux de la police au Nigeria, suspendu l’année dernière après sa mise en cause pour fraude aux États-Unis. Il est désormais recherché par la justice nigériane pour son rôle présumé dans un trafic de drogue international.

Le commissaire de police adjoint, suspendu en août 2021, a été convoqué à plusieurs reprises pour être entendu sur son implication présumée dans un trafic de cocaïne, mais ne s’est jamais présenté, a précisé l’agence nigériane.

«Il doit répondre aux questions qui surgissent dans une affaire de drogue en cours et dans laquelle il est suspecté être l’acteur principal», a déclaré le porte-parole de la NDLEA, Femi Babafemi.

«L’agence croit fermement que le commissaire de police adjoint Kyari est membre d’un cartel de la drogue qui contrôle la route Brésil-Ethiopie-Nigeria» par laquelle de la drogue est acheminée, a-t-il précisé.

Une quarantaine de personnes ont été interpellées mardi dans le cadre d’une opération de police ciblant un trafic international de stupéfiants et coordonnée par Europol.

Les arrestations ont eu lieu simultanément dans six pays européens, dont trente en Belgique et « une petite dizaine à l’étranger », a annoncé le parquet fédéral belge. Le parquet évoque un total de 49 perquisitions en Belgique et « environ 60 » autres en Allemagne, Italie, Espagne, Pays-Bas et Croatie.

Le réseau ciblé est notamment actif dans le trafic de cocaïne en provenance d’Amérique du Sud. BOLIVIE 🇧🇴 : la DEA accusée de vouloir déstabiliser le pays, selon Evo Morales

L’ancien président bolivien Evo Morales a accusé la Drug Enforcement Administration (DEA) américaine et ses « agents politiques et médiatiques » de mener un « plan de déstabilisation » en Bolivie.

« Nous avertissons le peuple bolivien et la communauté internationale que la DEA, ainsi que ses agents politiques et médiatiques opérant dans le pays, exécutent un plan déstabilisant de mensonges et de discours de haine contre le mouvement des cultivateurs de coca et ses dirigeants. Des ex-douaniers de l’aéroport de Roissy, dont un Toulousain, sont jugés au tribunal correctionnel de Bobigny, du 14 au 18 février, pour des vols de mallettes contenant des centaines de milliers d’euros issus de l’argent de la drogue.

Entre 1997 et 2012, des agents des douanes de la brigade de surveillance extérieure ont dérobé des mallettes pleines de cash appartenant à des trafiquants de drogue en transit, à Roissy.

Le 12 avril 2012, il est 12 h 21 lorsqu’un agent des douanes se fait remettre trois valises par un manutentionnaire dans la zone de tri bagages du terminal C. Il quitte la zone puis revient, moins d’une heure plus tard, en remettant dans le circuit bagages deux des trois mallettes récupérées. La scène est filmée par les caméras de surveillance.

Elle est visionnée par les enquêteurs de l’Office central pour la répression du trafic illicite des stupéfiants (OCRTIS), médusés.

Ils viennent d’apprendre qu’une mallette n’est pas arrivée à Punta Cana alors qu’ils sont en train d’enquêter sur deux trafiquants de drogue en partance pour la République dominicaine.

COLOMBIE 🇨🇴 : le président colombien Ivan Duque regrette que les États-Unis et l’Europe, principaux consommateurs de cocaïne, n’œuvrent pas assez pour réduire la demande

Président de la Colombie depuis 2018, Ivan Duque, du Parti du centre démocratique (conservateur), dirige un pays divisé et toujours en proie à une violence endémique, mais qui a réussi un remarquable décollage économique depuis l’accord de paix historique de 2016 avec les guérilleros marxistes des Farc.

La Colombie a rejoint en 2020 l’Organisation de coopération et de développement économiques (OCDE), le club des pays considérés comme développés. L’accord de paix avait conduit les Farc à renoncer à la lutte armée qu’elles livraient depuis un demi-siècle. Mais des groupes paramilitaires souvent liés au narcotrafic – la Colombie est le premier producteur mondial de cocaïne – et à l’extraction minière illégale continuent de sévir dans le pays.

ASIE (Triangle d’or 🇲🇲 🇱🇦 🇹🇭 ) : en Birmanie, le trafic de drogue explose

L’instabilité accrue en Birmanie depuis le coup d’État militaire d’il y a un an a entraîné une augmentation de la production de stupéfiants dans le pays et de leur trafic vers l’Asie du Sud-Est et au-delà, a déclaré un haut responsable de l’Office des Nations unies contre la drogue et le crime (ONUDC).

Selon l’ONUDC, les autorités du Laos, de la Thaïlande et de la Birmanie ont saisi le mois dernier au moins 90 millions de comprimés de méthamphétamine et 4,4 tonnes de cristaux de méthamphétamine, fabriqués pour la plupart dans les zones frontalières reculées de l’État Shan birman.

Une production de drogue qui augmente…

“La production de méthamphétamine a augmenté l’année dernière à partir de niveaux déjà extrêmes en Birmanie et rien n’indique qu’elle va ralentir”, a déclaré Jeremy Douglas, représentant régional de l’ONUDC en Asie du Sud-Est.

“La drogue et les conflits restent inséparables en Birmanie, l’un alimentant l’autre”, a-t-il ajouté : “Le chaos et l’instabilité profitent aux trafiquants”.

La Birmanie est en proie à des difficultés économiques depuis le coup d’État, et M. Douglas a déclaré que les agriculteurs de l’État de Shan, qui n’ont pas d’autre choix, risquent de revenir à la culture de l’opium à court ou moyen terme.

Les saisies de méthamphétamine en cristaux ont diminué de 22% à 21,6 tonnes par rapport à 2020, mais sont restées nettement supérieures aux 18,2 tonnes interceptées par les autorités en 2019.

La production de drogue dans le Triangle d’or, comme on appelle la zone qui englobe le nord de la Birmanie et certaines parties du Laos et de la Thaïlande, est gérée par des gangs criminels asiatiques en partenariat avec des factions armées de certaines minorités ethniques birmanes.

AFGHANISTAN 🇦🇫 : le pragmatisme au pouvoir, puisqu’en 20 ans, la production d’opium y a été multipliée par 30 suite à la politique américaine

Alors que les talibans viennent de reprendre le pouvoir en Afghanistan et que les États-Unis ont évacué leurs troupes conformément aux accords signés à Doha, la question de l’impact de cette nouvelle réalité politique sur la production d’opium et d’héroïne est ouverte.

Malgré la volonté affichée par les talibans de bannir la production d’opium du pays, certains spécialistes estiment qu’il est douteux, même à des fins de recherche d’une respectabilité internationale, qu’ils renouvellent l’interdiction de planter le pavot de juillet 2000, de crainte de s’aliéner le soutien d’une partie de la paysannerie. Une interdiction à laquelle ils avaient renoncé dans les mois précédents l’intervention américaine, du fait du mécontentement des cultivateurs.

Les activités engendrées par la culture de l’opium selon les estimations de l’ONUDC représenteraient l’équivalant de 350000 emplois à temps plein dans un contexte où, après 40 ans de guerre, l’état du monde rural afghan est plus dramatique que jamais.

Par ailleurs, l’hypothèse d’une reprise de la guerre civile, du fait notamment de la résistance des populations d’origines tadjike et ouzbèque rétives à l’ordre des talibans, pourrait nourrir la production d’opium et d’héroïne.

Dès lors, ce constat du chercheur anglais, Jonathan Goodhand, semble crédible: «Le trafic de drogue est trop profondément ancré dans les stratégies d’accumulation et de survie des talibans, de l’État, des milices qui luttent aujourd’hui contre les talibans et de la population en général. Cela stimulera malheureusement le marché mondial de l’héroïne et alimentera le problème croissant de la drogue en Afghanistan et dans les pays voisins»;

Le bilan de la politique américaine en matière de drogues en Afghanistan peut se résumer en une phrase: en 20 ans, la production d’opium y a été multipliée par 30 et représente, en 2020, selon l’ONUDC, 85% de la production mondiale. Le pays est devenu un acteur majeur du marché mondial de l’héroïne, alors que les productions de haschisch et de méthamphétamine se développent.

INDE 🇮🇳 (Narcotics Control Bureau) : saisie en mer d’Oman de 525 kilos de haschich et 234 kilos de méthamphétamine

L’opération a été menée conjointement avec la marine indienne au-delà de la zone économique exclusive de l’Inde dans la mer d’Oman.

Le NCB avait des informations spécifiques sur le fait que deux bateaux transportant une grande quantité de stupéfiants se dirigeaient de la mer d’Oman vers le Gujarat ou Mumbai .

Une opération a été lancée par l’unité des opérations du NCB, dirigée par le directeur général adjoint Sanjay Kumar Singh, en collaboration avec la marine indienne, pour suivre les bateaux en haute mer, a indiqué l’un des responsables, sous couvert d’anonymat.

Deux bateaux ont été repérés à l’extérieur de la ZEE indienne, située à 200 milles marins des côtes. Alors qu’un navire de la marine indienne atteignait le site, les passeurs ont abandonné l’un des bateaux et se sont enfuis à bord de l’autre, a déclaré le responsable.

Lors de la vérification du bateau abandonné, le BCN a trouvé 525 kg de haschich de haute qualité et 234 kg de méthamphétamine cristalline.

VENEZUELA 🇻🇪 (Opération FEBRERO REBELDE) : la garde nationale bolivarienne a saisi plus de 8 tonnes de cocaïne

Le SUNAD de la Garde nationale bolivarienne du Venezuela vient d’annoncer le résultat final de l’opération Febrero Rebelde selon le surintendant anti-drogue du pays, Richard Vargas.

Au total, plus de huit tonnes de coca ont été saisies dans une zone frontalière entre le pays et la Colombie voisine, toujours sur le sol vénézuélien.

ITALIE 🇮🇹 (Gênes) : 450 kg de cocaïne sur un navire de MSC

Près de 450 kg de cocaïne ont été saisis dans un conteneur transporté par le MSC Adelaïde, un navire du groupe genevois MSC, au port de Gênes cette semaine.

Un membre d’équipage serbe a été retrouvé mort, la gorge tranchée, dans la foulée. La drogue était dissimulée dans des sacs de café, le bateau arrivait du port de Santos, au Brésil, et une enquête est en cours pour voir si le décès est lié au trafic.
